Cable Technician Lead at Hill AFB, Ogden Utah Communications Installation and MaintenanceMaintain all existing fiber and copper cabling from the circuit entering the facility to the end-users desk and provide fiber and copper cabling to the Node Site Coordinator upon request. Additionally, will be required to make and install fiber and copper cables for any new requirements within the facility. All supplies will be provided. Contractor may bring in their own tools. -Installation of Fiber Optic Cable to Support the Passive Optical Network (PON) in Building 891 at Hill AFB. Fiber optic cable installation will be all passive infrastructure from the data center telecommunications room to the desktop equipment identified in Attachment 1 and outlined below. *Provide a wire management system to support the fiber optic cable installation. Provide drawings for review and approval of proposed location of the fiber optical cable runs under the raised floor to the Contracting Officer #39;s Representative (COR). The drawings must in-turn be approved by the Contracting Officer before removal and installation of the fiber optic cable. (Attachment one is provided to support your efforts around workspace to be considered.) The final fiber optical cable installation management plan will be provided in autocad21 and a PDF version for quick reference. * Attachment 1 identifies all areas where cabling is expected to be removed/installed. * Provide a removal schedule of the old wiring and scheduled plan for installation. The schedule must be coordinated with the COR and approved by the Contracting Officer to avoid non-planned network outages that impact the Cyber Defense of the DoD network. Attachment 1 identifies specific area of work. Only the area in PURPLE has critical requirements for 24/7 operations and work must be phased. This area has approximately 170 Workstations. At a minimum, 50 workstations must remain operational during the fiber optic cable installation. If required, the contractor must be prepared to work during premium hours ndash; if by their action - causes a network outage that must be repaired. * Quality: The contract will provide single-mode OS2 fiber optic cable. Numerous manufactures provide this quality and type of fiber optic cable. Provide a cut sheet to the Contracting Officer through the COR for final approval to ensure this fiber optic cable installation standard is acceptable. Connections from the Core switch to the Optical Line Terminal (OLT) types will be LC/UPC to SC/APC. All other fiber optical cable connections will be SC/APC for the above scope. * The fiber optic installation will comply with UFC 3-580-10. UFC Guidance with emphasis on section 2-2 Classified Infrastructure to include CNSSAM Tempest/1-13 and CNSSI 7003. GREEN coloring for unclassified network connections and RED coloring for classified network connections. * Connections: Responsible for purchase and installation of all patch panels referenced in this statement of work. All patch panels will support SC/APC connections and minimize rack space used. All the discrepancies for the following will be provided to the Contracting Officer through the COR for resolution. Two (2) patch panels per telecommunications room (identified in attachment 1) will be installed in the data center, co-located with OLTs. Each patch panel will support 24 connections. Fourteen (14) total patch panels per classification to be installed in the data center. Two (2) patch panels installed in each telecommunications room. Patch panels will support 24 connections from the data center patch panels identified above in 5.g.a.i. A 24-strand fiber optical cable connection will be installed between the patch panels in the data center and the telecommunications rooms. Ten (10) patch panels installed in each telecommunications room. Patch panels will each support 48 connections from the telecommunications room to the user desks. Core Switch to Optical Line Terminals: 2 (two) connections from each core switch to each OLT (2 (two) core switches and 2 (two) OLTs per classification in total): LC/UPC connection at the core switch to SC/APC at the OLT. OLT to patch panel identified above in paragraph f.a.i. Number of connections to each patch panel will not exceed 10 (ten). Data center patch panels to telecommunications room: 24-strand fiber optical cable connection from each patch panel in the data center to each telecommunications room patch panel identified in f.a.ii. Fourteen (14) 24-strand connections will be needed. Telecommunications room patch panel to desk wall plate: Connections from patch panels identified in f.a.iii to users #39; desks as identified in Attachment 1. At each desk the contractor will procure and install wall plates to support fiber optical cable connections from the telecommunications room. Wall plate at each location will be color coded according to classification. Contractor is responsible for acquisition and installation of the wall plates. Each desk will have one (1) unclassified and one (1) classified fiber optical cable connection. Wall plate to ONT. One fiber optical cable connection per classification per desk required. Minimum three (3) meters in length. ONT to Government furnished equipment. Provide four (4) copper Cat6 cables per classification, per desk as identified in attachment 1 at a minimum three (3) meters in length. Install ONT mounting brackets at each desk. Each desk will support 2 (two) ONTs that meet TEMPEST separation requirements. Mounting brackets will be provided by the Government. Install the ONT devices at each desk and make appropriate fiber optical cable and copper connections to the end-user equipment. Preliminary Site Visit: The Government will fund a preliminary site visit for the contractor to adequately prepare for this project. It is the contractor #39;s responsibility to determine quantities and length of fiber optical cable to meet the requirement. Attachment one will provide a drawing of the area and the estimated number of terminations required. The contractor is required to verify the number of terminations during the site visit to the facility. Perform telecommunications cabling inspection, verification, and performance tests in accordance with TIA-568.1, [TIA-568.2], [TIA-568.3]. Test equipment shall conform to TIA-1152. Perform optical fiber optical cable field inspection tests via attenuation measurements on all connections and provide results to the COR. All connections installed by the contractor must pass inspection. Connections that fail to meet minimum TIA standards will be replaced at the contractor #39;s expense. The contractor must inspect cabling terminations in telecommunications rooms and at workstations to confirm color requirements as stated. GREEN coloring for unclassified network connections and RED for classified connections. Submittal approval is required for the following before removal and installation of fiber optical cable can begin: * Wiring Management Plan. * Removal and Installation Schedule. * Wiring Specifications. There are three Passive Optical Networks (PONS), one unclassified, one classified Secret, and one classified Top Secret. Administration of each of these networks will consist of PON Protection redundancy across physical Optical Line Terminals (OLTs) to include three (3) primary and three (3) secondary OLTs on the unclassified and classified Secret networks, and one (1) primary and one (1) secondary OLT on the classified Top Secret network. The passive infrastructure includes 2x16 and 2x32 splitters throughout the facility on each PON. Optical Node Terminals (ONTs) at the end-user desk, communications closets and computer equipment rooms consist of 4-port, and 24-port copper connections. The unclassified PON also includes a radio frequency injection point that provides commercial television broadcasts across the PON infrastructure. The unclassified PON also supports analog modem dialing and analog phone dialing for physical elevator phone connections. Build and configure network infrastructure devices. Perform hardware lifecycle replacement. Maintain property accountability. Administer Aruba wireless Access Point (AP)/Intrusion Detection System (IDS)/Intrusion Prevention System (IPS) management. Perform network service management.
